He is saying the Balts left a generational curse on the Russians with their betrayal, even if not directed at sympathetic populations but rather at pro destroy Russia propogandists. In the grand scheme it means little to those that rule the world. Its a problem because they do not speak the same language.

But its not an easy subject. Most 'experts' in the field sicken me, the forums and debate and discussion often devolve and degrade into something bad, a lot of mud-slinging. People do get paid by state to go to war, but it is different from conscription, which is also bad.
