I’d also add: to create civil unrest in order to justify the rollout of more totalitarian surveillance and control technology, e.g. CBDC, digital ID, etc.

Which pairs with the consent part. Civil unrest will also drive people towards consenting to totalitarian technology, in the guise of “safety”.
