I don't think this is right. I follow somebody doesn't mean he can post whatever he want to the community I created.

Oh so if A follow B, but I didn’t follow B and B post something in community C but not get approved, then I cannot see B’s post in community, while A can see it in community?

Correct. A can see B's post in A's main feed, as a community submission. However, A will not see B's post in the community page until it gets approved.
