Base64 images are very heavy most relays will filter as spam right away but anyone can run you own relay same with a blossom server, nostr still being censorship resistant but nobody is obligated to store anything on their relays/servers.

Nah, Blossom servers will never be censorship resistant until they can leverage Tor to keep the host server secret. Media restrictions on the clearnet are just too ubiquitous. But I don't think Nostr needs media to be Nostr! To me, Nostr has always been about notes, not media.
If I'm understanding correctly the final goal of blossom servers is to be censorship-resistant because they give the same hash so if it goes down the client can look for the same hash on other server and the server can be used over tor.

In that case it seems like it would be on the client to initiate the connection through Tor. I can't imagine a world where such a client would ever connect with such a server by default, unless that server exclusively stores content that would be fine on the clearnet anyway.
Tor has been around for ages but I haven't seen a lot of interest from internet users. I was a regular visitor of one website that experienced deplatforming/web hosting issues and had to move to Tor for a period of time. During that period, I saw the number of users drop drastically. Nobody wanted to use Tor.
Maybe it would be different if it was automatically implemented in Nostr; maybe it would catch on if it was more convenient. But personally I don't see the appeal of pushing to integrate censorship resistant media with Nostr. If someone wants to browse loli content, people have already found a few clearnet web hosts who will tolerate it. And if they are looking for actual CSAM/child pornography, I'm sure there are still plenty of Tor users and .onion sites sites that the FBI will never be able to touch.
I don't want Nostr to drive away their users and piss off the FBI all so that they can provide a service that nobody wants or needs. I say leave Tor media servers for when we actually need them.
There is a big difference between using Tor to connect to clearnet servers and using Tor to connect to darknet servers. I would love to pass all my internet traffic through Tor. But that doesn't mean there are a lot of darknet only sites or services that I'd want to connect to.
I don't have a fundamental issue with censorship resistant web hosting. It's just that I'm not particularly interested in any of the content that actually needs it.
Sorry for starting my response before you finished editing. My settings page just tells me to install Orbot. Either way, this seems to be for regular relays on .onion domains, not Blossom servers.
Have you applied the latest update? It's been some time since internal Tor was integrated, and Blossom was rolled out yesterday. You can easily enable image loading on Tor by flipping the switch if necessary. It can be done by default to the same settings as the relays.

It's not by default I said it can be done by default, servers can scam for csam like nostrbuild is doing and I don't think anyone will go to run their own server to upload such things.
What if the Blossom server doesn't give a shit about people uploading child pornography? I know that if I ran a Blossom server over Tor I probably wouldn't care what users decided to upload. Any user who enables Blossom over Tor would start seeing any child pornography any other user feels like uploading.
But seriously, besides the ability to host child pornography, what would a Blossom server even get out of operating over Tor?
The use for Tor is for political upheaval for example thinking about something like jan 6 but not being a psyop, people on civil war Myanmar that are even printing guns trying to overthrow the government or people being genocided in gaza are some examples. I'm not interested in hosting anything actually, let alone using Tor. But please don't let that stop you. Put out a bounty for my head if you want. What is the use of Tor for SERVERS? When does a server need Tor? When does an image server need Tor? Are there any image servers today that need Tor?
There's no need for tor only backups on many different jurisdictions but in case of a whistle-blower a tor backup is something we can do here there are lots of media we can't assess without vpn already like Rumble and it's just normal content.
