what do you mean by “nostr” in this statement – a certain client or some relays?

bc a person could deploy both a client and a relay themselves

Ah, I am using the amethyst client but I am completely clueless and just started this endeavor. Just checked whether the feed refreshed with and without VPN. Without von it didn't....

Any idea how I should configure it?

Depends on the VPN I'd say. But you should use a VPN when posting on Nostr anyway. Because the notes contain your IP address.
