Not trying to be annoying, but I'm confident you don't need anything you don't have.

1/ Find a public place to meet at (a pub or restaurant that would be happy hosting some ppl that would buy food or drinks, or just a park or community hall).

2/ promote your meetup on "meetup" "eventbrite" facebook" or any other social media people use in the Philipines.

2.a/ if you can, print a few posters and paste them close to where the event will be hosted.

3/ create a simple agenda with items you can discuss.
