Yes. It's also a strong Intel NUC. Right after Core update while electrs and so forth trying to sync and connect.
You better check if you applied that heat sticker/paste correctly.
When I build mine I made a little mistake and it also heated up so much but then I fixed it by tweaking the heat flow.
But it might also be totally normal as I have no idea hahaha
Clean the fan, but first... cook and eat the meat with the heat hahaha
