That is a useless approach. Anyone who can install a new OS is a niche audience that is hardly noticeable. In the meanwhile, the vast majority of users will stick to whatever Android is installed on their devices.

Therefore makes more sense to break the restrictions in Android than becoming each time more isolated from where users are.

Mass change of this scale requires gov intervention. Imagine the non-aligned govs like the BRICS deciding for an Android branch without such restrictions. Then you have China releasing things with their own version that holds no such limits.
