They could try to attract more foreigners to compensate for decline. Not an easy problem to solve.
Not a good situation. Ideally you would not need more foreigners - it would ruin Japanese culture over time.

Government can and likely should set policies in place to make fix it or at least reverse trend of decline and slow it down. Give financial incentives or other benefits to people having kids.
