Interesting to think about. Only thing I can see being an issue is pushing subsidy and fee consistently into channels for outbound liquidity. I think that would mean there would either have to be a threshold of time for a payout due to blobbing rewards into less channels from the mining pool, which would essentially defeat the purpose of having lightning payouts, or there would be a godforsaken amount of channels each time a block was hit, likely messing with outbound liquidity constraints. I may not be looking at it broadly enough, however, these were just my initial thoughts.
