Countries with the capability to project force

Why you come to the conclusion, that a nation state is defined by projecting force?

So you define a country by the ability to be an empire and enforce illegit autority over others? Is this not rather a tyranny than a country?

They at least have to be able to set their own foreign policy

Ok. So to make trade agreements and such.

In Switzerland clearly we have this ability. And why should Finland not have it?
