Are we able to create double-decentralised (P2P) relayes? (e.g. with the help of protocols like IPFS or similar)?

Meaning we have n relays {A, B, C, D, x} which is decentralised but may develop some form of centralisation similar to many L2 networks in the future.

But now each of those relayes or at least some are powered by a P2P server less structure?

Wouldn't that mean nostr becomes indistructable?
