I would argue that Democracy is the tyranny of the majority from the get go.
Unalienable rights and individual free agency are the liberators.
Unalienable rights cannot be taken away, not even by a 100% majority, which means no government has authority over them. Governments can't grant then, can't take then away, and can't regulate them. All governments and majorities can do is infringe on them, or protect them.
