A good charity looks to fix the problem and try to help rather then enable people who are making poor decisions. For all you know every penny they get goes to drugs and your food enables them to continue a little longer.

How do you fix this problem?
Locally, we have a charity called gospel rescue mission. They do some amazing stuff and help where they can. Ultimately, I think we just do the best we can and try not to enable bad decision making. It's big problem.
I think most homeless issues come down to unaffordable housing and lack of well paid jobs or opportunities for business. Lack of support or corruption from and in the government is also a problem. See that's happening in LA, wildfires were taken off insurance months before the disaster happened. That should be illegal.
