Yes. Snapping someone's photo is one thing; marshalling their identity to perform actions or to speak words to which they may object must be the highest form of identity theft, forgery, fraud...etc.
You can then also include making it illegal to clone someone with stolen DNA, or to make a deep fake video. At what point is it identity theft? Where does art stop and the value of an individual person begin?
