This may be controversial but I think the reason a lot of normies don’t stick around is because it’s hard to get regular engagement after the beginning, unless you are someone who was reposted by one of the big accounts

It takes a lot of effort, which I think people aren’t used to after coming from algorithm driven apps.

Not saying algorithms are the answer. Just a thought/observation.
