Is it okay for a monetary protocol to ever go down? If so, is it okay that a select few have the unchecked power to manipulate the protocol in order to restart it?

I don't view Solana as a monetary protocol.

I agree that Solana needs to continue to decentralize the network's governance and development processes. They're taking steps in that direction, albeit slowly.
