CNN commissioned a well-constructed poll of about 2,000 random people to find out where they stand on personal finances. The headline number was that nearly 40 percent of Americans are struggling to pay their bills. That is up from 28 percent from only three years ago, and a higher number than back in 2008–09, the period known as the Great Recession.
