It turns out there was a de-facto coup with the military ordering Biden to stand down on authorising long range missile strikes from Ukraine into Russia. This , by the way, was precisely why Russia went to war with Ukraine, Russia could not allow nukes with a 5 minute flying time to Moscow to be deployed in Ukraine. Especially since the USA already has a first strike nuclear doctrine. Would the USA allow Russian nuclear missiles to be deployed to Mexico ?

We know what happened when Russia put missiles into Cuba in the early 60s. The US was going to go to war. If Russia puts missiles into Mexico the US will go to war with Mexico to remove the threat.
