*Maybe* you're confusing with the definition of a nation and a state.
A nation is a group of people that identify as one group. A state is the governing body elected/chosen by/for the nation.

We cannot choose another “state” to govern us, the state is illegitimate, maintained by its total control of the monopoly of violence… citizens in the current system never choose the “state” they want to govern them
That is true. Switching states/countries is very expensive at the moment. I believe it will get cheaper over time.
