Yes, I agree with you it can be seen like that even if before it clearly said "there's 21million coins for the world" and later says as you well pointed that you could just move the decimal point because of the granularity of those 21M coins.

.. Anyway yes, rereading it I agree with you that indeed he kinda advocates for it..
