Change is scary and big institutions always find it very hard to adapt and understand. It is not easy for a central banker, who has dedicated his life to the profession, to suddenly realise that technology is making his work obsolete.
For Mail providers email was actually a real threat to their business, that's why they FUDded it hard.
Ironically it was also the Internet that saved them via online sales (mostly eBay at that time and Amazon just selling books) and the resulting increase in packages sent.
Now banks are in fear, they feel the very threat to their business model.
