I think it is too, especially from the perspective of people who don't spend all day talking about bitcoin. It's a stamp of approval. Most Americans understand stamps of approval, but not digital signatures.
Most people won't read the white paper or even this:

But they might read this executive order that says bitcoin is capped at 21 million. That's kind of mind blowing.
