If Lightning was truly more private than Monero, why would regulators target Monero and not Lightning for its privacy features? Why do DNM overwhelmingly prefer Monero over Lightning for Bitcoin?

The issue is your incorrect claim about privacy. It demonstrates a fundamental misunderstanding of how lightning channels work and what happens on closure.
Lightning offers some privacy, correct, but saying it offers better privacy than Monero is simply false.
