This is a massive problem with the USB-C standard. There should be a clear nomenclature for their "power". Just the fact o'u have multiple voltages they can take is stupid.

I have devices that refuse certain cables because they don't have enough output. That should not be a thing.

That's partially a symptom of the standard itself and vendors not abiding by any sort of standard. This was the case 9 years ago when the first Android devices started to arrive with USB-C and it still is the case today. A lot of OEMs made cable pre-standard and just never updated their spec.
