クライアントに任せる感じなのかな
Amethyst は `kind:3` の `content`
Damus も `kind:3` の `content`
Snort は `kind:3` の `content` は `kind:10002` (NIP-65)
Iris も `kind:3` の `content`

これに倣っていないクライアントから上書きされると、リレーがリセットされる
