Could simply set nLockTime and issue a signed PSBT to the winner?
I think the bigger issue is redeeming the timelocked coins. While it’s easy to create a timelocked address using a tool like: https://coinb.in/#newTimeLocked, there’s no tooling to easily redeem it.
Do you mean posting a private key that a (large) number of users compete for when it reaches the unlock block .. or
Do you mean providing a key as a prize but having that time locked .. or
Something else?
