The best description I heard was that the Sargent of arms would carry this and, as a symbol of power, would unwrap it and use the devices within as instruments to maintain discipline. A lecture would beat the crap out of someone who got out of line. It's a mass of torture devices in a totable form. The axe is for beheading.
