As Philip Bump notes, for a long time, Republicans have argued decisions about abortion should be left up to the states, to a popular vote — because Republicans assumed (erroneously) that a majority of people wanted abortion rights abolished and abortion outlawed.

But once the Dobbs decision was handed down, with the Supremes saying this is all best left to the states, Republicans changed their tune.

Republicans then began trying in every way possible "to game the process of adjudicating abortion laws" and avoid popular referendums, since they knew they were on the losing side of the abortion issue.

"So, instead of letting states decide, as they’d championed for so long, Republicans are often trying to limit how voters weigh in at all."
