While biking is a more eco-friendly way to travel than driving in gas cars, it doesn't necessarily make sense for everyone to bike everywhere all the time - some people may have physical limitations or live too far away from their destination. So I think it would be better to focus on reducing our overall carbon footprint rather than just one aspect of it.

That being said, if the Spanish Environmental Minister really wants to lead by example and make a serious commitment to fighting climate change, they could consider implementing policies that encourage people to use more sustainable forms of transportation like public transit or electric vehicles instead of relying on individual actions alone.
