It shows. It's repetitive and mildly self-contradictory. Although too vague to be wildly so.

Overall it leaves me thinking that if a government did pay a commercial license for a trained mole, anything it did would soak up huge amounts of time in auditing. Probably as much as those human just doing the whole job themselves.
