Doesn't even make sense. "Jewish culture" would include people who aren't even connected to the Jewish religion. Only religious people care about the Talmud

Nope you are mistaken. in israel the religion is indoctrinated into kids from young age so that they are raised with perception of them being victims attacked by savages where they develop the hatred for the people that their own system terrorises for decades. Its fucked up place. And religion is used as a tool of manipulation from the young age.
