Believe they do award some passports for things like “outstanding achievement” in XYZ area they believe will benefit their country. Kevin O’Leary got one as a bad(imo) example.
Oh yes! You are right, usually it’s like doctors and scientists, I remember seeing it in the past couple of years, but forgot about it.
