I think it will be impossible for central banks / gubmints to accumulate substantial positions without it being discovered. Initially a few can maybe get away with it but it’s too scarce and base layer is visible.

One thing I am relatively confident at least a handful of countries are doing secretly is hashing, but they can’t build big stacks that way.
