It’s called a crime epidemic. The fix is simple, but not easy.

You cannot allow mentally ill substance abusers to engage in crime without protecting the tax-paying and law-abiding citizens they prey on.

This is how cities die. Businesses leave and people move away to somewhere the police will do their jobs.
