There is no right to rule. Authority itself is merely a claim and an abuse of power. States do not become corrupt, they are the corruption itself.

It's a master and slave relationship. All masters are bad. Some masters are much worse. Slaves can have liberties, but they aren't free.

That's why you get to choose between two evils. Even then, that's generally a deception.
