I think at the next halving some mining pools will make an effort to censor these, whether that's "good" or "bad". If the fad lasts that long that is.

They can choose transactions to include in blocks. They'll choose the most profitable when the subsidy is lower. Witness data that's too big would be an unattractive transaction unless the fee is overpaid.
