The true solution is a fully decentralized and uncensorable github on nostr; complete with tickets, PRs, wiki, where forking is not just a first class citizen, but the primary feature; where PRs, feature requests snd issues all flow through to descendent forks, and these can be independently managed (branched, dismissed, merged, transferred) by everyone who downloads a copy.
