it's perhaps more accurate to consider Norwegian managers as "coordinators" rather than "chiefs"

sure, at times, the top people have to make some calls, but it's usually more about reaching some kind of consensus in most cases. Scandinavia is fairly egalitarian.

in EU legislation circles there is an idea of "harmony" that has some commonalities with the Law of Jante

one mustn't be "unmusical" or rock the boat.

prior to Russia's transgressions, the EU was attempting to "play nice" with Russia - it's generally just been a world of pain for European powers to go to war with each other, so this approach made sense, but Putin isn't following that playbook...
