I would think smart dust would not manifest as fog. It would be an invisible cloud investing our lungs without us knowing.

Probably just deployed as fog. It looks identical. Guessing it's R&D, if the extremely unethical sort.
In this video you'll see it looks just like the grey snow dust people have captured in the fog.
