Depends on the client. Primal's list of "Topics" in the explore section is just a list of hashtags by another name, and has them in order of popularity. Ditto also has a short list popular hashtags with a small graph of their use over time.

Ditto is a pretty cool client found at ditto.pub for a public instance. It is intended for communities to run their own instance, though.
