I can't believe I'm turing into a Jason Lowery maximalist, but I think he nailed it in this presentation:

Hahah. I did watch that and the analogy of bitcoin using the electrical grid to turn into a global state machine was a wild concept. I still feel like there could be an application for global to use PoW notes but maybe I need to sit down to think about it more. Do you think there’s no place for NIP-13 then?

After thinking it over, I think PoW does make sense if it's recognized at the account level, so that way it is reusable. If that trust is abused, the account can be blacklisted. That makes more sense to me than requiring PoW at the event level, where it is not reusable.

As in relays will check account level PoW for spam prevention or accounts in the client will set what they expect from accounts they follow among their relays? Or both?

I'd expect this to be a relay thing. Spam is mostly an issue for decentralization due to the demand it places on relays (public ones anyway)

Maybe both?

#[6] was talking about PoW being required until account level reputation is achieved, so this kinda goes well with that. I like it.

Weird that this is a reply but I agree. People who don't understand history and great power struggle and anarchy, apart from Bitcoin/economics, don't like that violence is an unavoidable reality of the environment. It works and people don't like facing inconvenient truths. Even if Bitcoin wins, we have physical bodies and there are dangers lurking in the bushes.
