Are you absolutely certain it's criminal hate speech having something to do with Nazism, in Southeast Asia, where Buddhism is rather prevalent? These symbols have been displayed in many Japanese temples since way before Nazis existed, and on maps as symbols indicating temple sites.

It’s a Buddhist symbol, you’ll find it everywhere in Vietnam. Random houses have it on their gates, on pagodas, statues etc
