2. The difference between that and the existing lightning tips that we can already do

NIP-57 adds a Nostr event to your P2P tip. This event contains metadata that links tipper with the receiver (and also links tips to the note for which the tip was given) for clients to be able to recognize.

BOLT12 is going to make this so much more streamlined. Glad to hear that LND etc will also be adding support.
