It doesn't matter if a State is cheering for or fighting against something (e. g. #bitcoin & #Monero ).
As long as the users of the thing reference The State which is interacting with the thing in any way, this is called name dropping and therefore this helps The State the most.
We've seen this with El Salvador and are seeing this with the United States of America (~USA) right now.
To be as clear as possible: Most people think name dropping helps to increase the value and the creditability of the thing, whereas name dropping pumps the dropped name always by a magnitude more than it pumps the thing.
That's one of the mechanics why we believe that 'everything is good for bitcoin'. If one widens the focus of this topic, we arrive at 'all publicity is good publicity' and Oscar Wilde's quote 'There is only one thing in the world worse than being talked about, and that is not being talked about.'[1]
