there is a town in Washington state which sits in the rain shadow of the olympic mountains. 20 miles to the east or west, and the average annual rainfall is 4 feet. but in the center of the rain shadow, its 7 to 11 inches. the same as Los Angeles.

its mostly farms. and its the second largest producer of lavender in the world. beautiful place.
