If there are heads to the hydra it’s the relay operators right? How healthy is that ecosystem at this point in history?

Your very average relay operator mightn't be so much similar as it could be the one depicted at a picture for an elementary school book of the history of the internet... 😅
The good thing however is not only punks and grimies can run a relay; it could also be relays that are under a corporate fashion
Totally but unless we share relays then you can’t see each others’ content so we definitely need to aim towards having as many relays as we have DNS servers for the internet

Totally but we have to share relays in order to see each others’ content. Are there any safe jurisdictions that we can host in?
Even then is a VPN or access via Tor the only way to access it if our native country starts trying to block access to relays to take them down?
