He's just calling out hypocrisy like normal. Showing the world that if the Ukraine/Russia conflict is so important then those living in Ukraine's backyard would throw down more money in support. Instead it just continually shows how Congress pisses away the tax payers money to protect Ukraine but imports illegal criminals into the United States.
