I expect it in developing countries.

Corruption in developed countries is disgusting. You use your fiscal dominance to enslave billions & yet you can't afford to pay your public servants a decent wage? GTFOH
Came to say this, the only difference is the level of obfuscation and marketing budget. The same racket occurs in “developed” countries where the “cost of civilized society” is literally debt slavery enforced by violence.
Is this everywhere though? Is there actually anywhere anyone could point to and say there’s no corruption there? Or is it an inevitability as society scales? Who’s right; Rousseau, Hobbes?
