Hm... while I do not reject the premise you propose, I don't think it applies to this case.
The piece is from the UK's state-run propaganda outlet (aka BBC), so as bad as it can possibly get. And if you read it, they go the length to make their alleged witness "Andrew" specifically say that he will keep his plan travels intact and get on another plane because "these are very rare occurrences".
Compare with the very last line of the article, where the propaganda machine is truly at work and the agenda becomes transparent:
"Research has shown that climate change will make severe turbulence more likely in the future."
They just can't help themselves.
“Very rare occurrences” sounds like a karmic confession, where they tell the truth so it’s on you if you fell for the lie (cf 99.9% Covid survival rate)
